It means to access a file on your computer. http:// means to go the internet. file:// means a file on your computer. Before you ask you can't have \ in a link in web browser so they change \ to /. You also can't have spaces so they change a space to %20. is the number (in hexidecmal) that represents a space. So the above is translated to C:\Documents and ... which is the starting path to your documents or your desktop.
