Cat file-A file-B 2> file-C 1>&2?

can anyone tell me what this command means and what will be the o/p if file A and B exisit in the current directory

Cat file-A file-B 2%26gt; file-C 1%26gt;%26amp;2?
concatenate %26lt;to append/add/join%26gt; file b with file a and store the output of in file C
